Your Legal Right

Under Romanian law, adoption records are confidential and can be released only to:

  • The adoptee
  • The adoptive parents (if the adoptee is a minor)
  • A court-appointed legal representative

These rights cannot be transferred to any organization, including Heartline.

How Heartline Helps

Although we cannot access or receive your confidential file, we provide full support throughout your search:

  • Help you understand the documents once you receive them

Escalation & Advocacy

When authorities delay, ignore, or mishandle your request, Heartline takes action.

  • Administrative escalation to DGASPC leadership
  • Formal complaints to ANPDCA
  • GDPR-based data access complaints
  • Legal notices demanding compliance

These steps often resolve the issue without litigation.

If necessary, we support you in pursuing a court action to compel release of your records.

Heartline does not replace your legal rights — we help enforce them.

What We Cannot Do

To remain fully compliant with Romanian law, Heartline cannot:

  • Receive your adoption file
  • Access confidential adoption documents
  • Obtain biological family information on your behalf

Authorities will always send the documents directly to you.

If you already received your adoption documents from DGASPC, ANPDCA, a Romanian court, or a U.S. state agency, Heartline Romania Inc. can help you review, interpret, and understand the information you received. Many adoptees receive documents that are difficult to read, incomplete, or unclear — and we provide structured guidance to help you make sense of them.

What You Can Submit

  • Romanian adoption documents — DGASPC/ANPDCA responses, adoption certificates, confirmations
  • U.S. adoption records — state agency files, court orders, OBCs
  • Identity documents — name change orders, citizenship papers, Romanian civil status documents

How Heartline Helps

We provide administrative assistance only. Our role is to help you understand your documents and guide you through the next steps.

What Heartline Cannot Do

  • Replace DGASPC, ANPDCA, or U.S. state agencies
